Minuciozan opis životnog veka Franca Jozefa pruža uravnoteženu sliku paralelnog preobražaja monarha apsolutiste u ustavnog vladara, i feudalnog društva u liberalnu sredinu. Prema Bledovom mišljenju, dugotrajna vladavina učinila je od Franca Jozefa vidljivi simbol jedinstva Habzburške monarhije, a njegove vrline, mane i ograničenja podudarali su se sa obeležjima Monarhije u celini. Njegovom smrću završila se jedna epoha, ne samo u istoriji Dvojne monarhije već i u istoriji Evrope, epoha plemića i džentlmena, epoha puna poverenja u ustaljeni poredak.

U knjizi se opširno opisuje priprema, ulazak skupine preko granice, njihove aktivnosti i stradanje u borbama s oružanim postrojbama jugoslavenskog režima. U knjizi autor je sumirao cjelokupno djelovanje hrvatskih političkih emigranata poslije Drugog svjetskog rata .Tu polazi sa stajališta da se od 1945. godine formira hrvatska politička emigracija koja s vremenom postaje jedan vrlo značajan politički čimbenik u životu hrvatskog naroda i to ne na nacionalnim prostorima matičnog naroda, nego stjecajem okolnosti, u tuđem svijetu. U svojoj knjizi „HRB – Rat prije rata“ Božo Vukušić bavi se samo oružanim aktivnostima hrvatske političke emigracije protiv države Jugoslavije… U tom smislu ova knjiga je jedna znanstveno-publicistička monografija o hrvatskoj političkoj emigraciji. Središnja tema u knjizi je operacija Feniks 72. - djelovanje skupine Bugojanaca - koja zauzima najveći dio knjige. Naime, Vukušić opisuje kako je 19 mladića iz Hrvatskog revolucionarnog bratstva 1972. ušlo u Jugoslaviju s namjerom da se oružanim sredstvima bore protiv Jugoslavije .
